To start off, yes, I know this has been suggested before, MANY times, and I'm going to try to put a decent spin on it while keeping to the basics of the concept. Please hear me out.
A spear is a weapon as old as man, and is one of the most common tools of medieval warfare, and I think it deserves a place in Minecraft PvP or PvEas a long-range melee weapon to repel enemy charges and keep a distance. It would be crafted like a diagonal shovel(with maybe an extra material for balance), and would have about the same damage as a sword, but with a longer cooldown and longer reach(from 4 blocks to, say 6 or 7.) An added bonus could be to use it on horseback, and to press a button a-la Mount and Blade to lower it and use it as a lance, skewering people as you charge. Thanks for reading, and tell me what you think in the comments!

My sig got screwed up because of a forum glitch and I'm too lazy to go find the banners to fix it.
As you said, this has been suggested many times before. I hate to be so blunt, but there is nothing original in this suggestion that hasn't already been suggested in at least 5 other spear-related suggestions.
I'm just going to cover the basic responses and hopefully save a few people the hassle of writing their own responses.
If you know it has been suggested before, add to one of those suggestions, there's no need to make your own thread saying the same thing.
(This is more of a personal complaint about the suggestion) This does not deserve a place in minecraft PvP. Minecraft is not a PvP game. Trying to validate your suggestion by saying it would be useful specifically for PvP shouldn't be a reason to add the suggestion. Minecraft is primarily a PvE game in the eyes of Mojang.
The crafting recipe is unbalanced. Using a single material and two sticks to get a weapon with a larger range and the same damage compared to a sword is OP. There would be no reason to make a sword. And before you say it, the slower swing speed doesn't balance that out.
We really don't need to be "skewering" people in PvP, or mobs in PvE. Using any kind of weapon on horseback already makes you very powerful, so why should it be made even more powerful?
Basically, this suggestion has already happened many times and has always been turned down. There is just no need for more melee weapons in the game, especially ones that are so similar to what we have currently. If you like an idea, then support it. Don't make another thread which acknowledges other threads with the same overused idea and then claim that yours is unique or different.
If you have to say things like "I know this has been suggested before but hear me out" you're already on the losing side of the battle. There is absolutely nothing different here compared to the previous hundreds of spear suggestions. So as expected, no support.

Yep this is pretty much every spear suggestion ever. Except this one doesn't include the ability to throw the spear. Doesn't mean I'm opposed to the thought of a spear in the game, though.
I cannot see why this should be implemented. I am happy with the current number of weapons.

I was expecting the typical spear suggestion. I was not mistaken. This new weapon is overpowered in many ways that would make the sword obsolete. Not only does it cost less than the sword, but it has a longer reach. This would be OP in PVP, since you could hit people without them being able to get close enough to hit you.
I see that the general consensus is "no"...I normally would try to ask for ideas to balance it out here, but it seems that the idea is already dead in the water. Ah, well. Thanks for the feedback!

Mechanics wise, you can nerf the spear's swing speed until it's fair. I would say slower than an axe. That would make a cheap, slow, and ranged weapon.

Minecraft is not a PvP game, but that's hardly an excuse to deny a feature specifically intended for PvP (though this suggestion isn't, even if it might have originally been intended for PvP use). Especially when it's trying to address one of the biggest problems with PvP: a lack of equipment variety (though I doubt this is the OP's intent and it's not very well-balanced either; these are, however, separate reasons for rejection).
I was questioning whether I should nerf the spear's range when the cooldown isn't ready, like to less than that of a sword. Could that work?
It'd need a pretty long cooldown to not make swords nigh-impossible to use against a spearman. Alternatively, you could perhaps also severely reduce the damage and knockback if you don't hit someone near the edge of your range, thus allowing a way for swordsmen to do something about spearmen who are particularly good at keeping distance.

Did something happen to you in your childhood to give you this unreasonable fear of rutabaga?
What if the spear is not swing-able, if players/mobs get to close they get stung and deals the same amount of damage as a normal stone sword. Player has to go back and forth into other player/mob for it to work, just running forward into them will just deal one hit. The attack button throws the spear, it works similar to bows, but deals more damage with far shorter reach. The spears are stackable and is crafted by two sticks diagonally and a flint in the top right or left corner. Spears can only be used five times until they break. I see no reason why this wouldn't work and I think it would be a nice addition.

Actually weapon variety is one of the main reasons I suggested this, aside from that spears are cool and offer a unique playstyle. Maybe have some sort of "sweet spot" near the end of its range where it does more damage than a sword, but have the rest of the range deal much less damage and knockback.

I don't like the idea of throwing the spear, as that pushes the line of OP(like I haven't done that already, but still), but having to charge with it is interesting.

Well, balancing it more won't exactly fix the idea because that's not the main issue. The issue is that we don't need any more weapons slapped in the game and so far your spear is basically a sword except it's "less X but more Y" no matter how you balance it.
The idea could be saved if it had an original feature to make the weapon more distinct. The extended range... sort of does this but it's a small feature, and the horse thing isn't too different from just using a sword.

Why not just have left-click stab with the spear, and holding right click throws it?
